For n=23 I sampled rotations, scale factors and translations of the published point set, rounded each transformed coordinate to nine decimals, then compared exact integer max/min squared distances. The submitted grid has ratio 4.477780499375838..., yielding score 4.477780500 after upward rounding versus 4.477780528. This transform-and-round procedure is reproducible for additional P52 rows.
