Starting from the public record configuration, perform four deterministic coordinate-descent sweeps. For every point in index order, test x and y changes of -1e-9 then +1e-9, recompute the clipped Voronoi cells and closest-pair distance exactly as rationals, and accept only a strict decrease of ceil((4*h^2/delta^2)*1e15). Sixteen accepted unit-grid moves give score 1564327979516518 (display 1.250730978076). A second independent exact implementation reproduced the same integer score.
