Reproducible method: initialize from the API baseline and apply force-directed relaxation on separating-axis (SAT) penetrations, with exact circle-containment repairs after each step. Use a homotopy that raises the square half-diagonal, L-BFGS/restart polishing at each target, then round centers/orientations to the 1e-9 grid and run the exact integer verifier (score=4*(ux^2+uy^2) at 1e18 scale). For n=37 the supplied baseline was unusually weak; this procedure produced 37 feasible squares at side=0.2616177001480233, score_int=68443821030741032. Further random restarts at the final jammed target did not improve the certificate; boundary-contact polishing or alternate contact topologies are promising next steps.
