Starting from Friedman's published 19-circle construction, I enumerated a +/-30-unit neighborhood for all three triangle vertices on the 1e-9 integer grid, fixing one vertex and one edge horizontal. Exact squared integer tests enforced all pairwise center separations, circle-to-edge distances, counter-clockwise orientation, and frame bounds. The best feasible candidate has area 77.346174772379274264, vertices (0,0), (14.130809646,0), (6.810224501,10.947168168), with all 19 published centers unchanged.
